Close upon the action of the Mayor of New York, who at the inauguration of the new City Council refused to permit any of the usual ceremonies, Mayor W. H. Malkin, of this city, has been installed for the second year of his term after a flat refusal to wear the Mayor’s gold chain of office. Hitherto . this has always adorned the neck of Vancouver’s Mayor when a new year of service,was opened.
