, SENSATION CAUSED. (United Press Association—By Electric Telegraph—Copyright),. LONDON, Dee. 8. The “Manchester Guardian’s” Berlin correspondent says a sensation was caused by Schaft (President of the Reichsbank and chief German delegate at the Paris Experts’ Conference) publishing a declaration that the Young Plan had been so tampered with, to Germany’s disadvantage, and he cannot ensure its implementation. His declaration maximumly has emharassed the Government and caused the fall of securities. Its value as affecting the rejection of the Young Plan on Dec. 22nd. remains to he seen.

The Chancellor. Ws a-response to the declaration, will submit the programme for financial reform to the Reichstag demanding' a vote of confidence.
