MOSCOW, August 24. The newspaper Pravada states that the Trade Union Congress at y/l'adivostock has been greatly hampered by the Japanese police, who held up the Australian delegates at Kobe, although their passports and visas were in good order. The Indian Government held up all of tlie Communist leaders who had planned to attend tlie Congress.
