SYDNEY. December IS. The reasons actuating the High Court in ordering the release of Messrs Walsh and Johnson from custody were announced to-day. All the Judges were unanimous in expressing the opinion that the Commonwealth cannot provide for the delorlation of citizens who were in Atistralia before the inauguration of the federation in 11)111. The Court, v.as of the opinion that such citizens could not he translormcd *nto immigrants for the purpose* of the Immigration Act. under which the
