The question is whether they can he amended with out jeopardising the whole report, thus restoring the totalisator permits pro]M)sed to he taken away. Tf memhei opposing an increase of permits combine with members objecting to the extinction of various clubs, the report may he imperilled. It is considered doubtful whether two parties approachimr the question at such a very different angle, can agree to any feasible amendment. Air Massey stated definitely last session his intention of taking charge o’ the Tariff Bill which may he ready on his arrival, hut he will no doubt require to study the Rill in its final form before bringing it down, consequently the measure is hardly likely to he introduced till well towards the end ol October. The Bill as a whole is to Incurried this session. Parliament will probably adjourn over Christmas and sit well into the New Year, hut since the ipvised tariff, once the Bill is presented, will become operative by resolution of’both Hons'the Government may follow the Commonwealth precedent and content itsep with passing the resolutions inis year, and carry the Tariff Bill over to the 1922 session. In any case, the session having opened so late, it is not anticipated that many Government, lot alone private measures can be dealt with the year.
