Lord Milner interviewed emphasised that the Conference will not discuss any proposal for a new system of Imperial Government, which was premature. It would moreover need to be differently composed of a larger body, with wider scope and all shades of political opinion. It would be a mistake to ittempt to lay down lines of the Empire’s future development. We must do the best possible meantime with the existing methods than-which there was nothing better. It gets the heads of x he Empire together to confer. He hoped the time could come when such meetings would be held in other centres of the Empire. Meanwhile London was the most convenient. INDIA’S VIEWS. LONDON, June 19. The “Morning Post’ states the Indian Governments case at the Empire Conference will probably be less thorny than the statements would imply. It is understood the Indian Government does not ask for free unrestricted entry into the Dominion and colonies, but urges that there be no discrimination against Indian’s right to the Dominion to exclude Indian immigrants for any bona fide reason, other than nationality is admitted, but it is urged that immigrants once they are admitted should possess equality of citizenship. The United Press Washington correspondent learns that a diplomatic report, giving a rough outline of the Association of Nations plan, purported to be favoured by Air Harding has been sent, to two South American Republic which asked their representatives at Washington to report on tlie scheme’s salient features. According to the re port the Association would have no written constitution, lint world function through a Council of Representatives of nations, the decisions being advisory, rather than binding.
