The Naval Conference closed wifcli an official declaration of unanimity which it is diffioult to reconcile with' the reports of diseension among the delegates. Notwithstanding the semi-official denial the Spanish delegate published a frank statement explaining that he had (retired because" he failed to secure general support for the tonnage of 105,000 instead of the permitted 83,000. * The Russian delegate uncompromisingly claimed 400,000 tons, also the closure of the Baltic and Dardanelles to all warships.—Reuter.
