BRITISH, BELGIAN AND ITALIAN OPINIONS. Received June 9, 10.25 a.m. LONDON, June 8. It is understood that official circles regard the German Note as an improvement on previous efforts. Cabinet will probaibly deal with the question on Monday. Meanwhile there will be an exchange of views between the Allies. BRUSSELS, June 8. Official circles regard the new Note as unacceptable, as first the abandonment of passive resistance in the Ruhr is a sine qua non for the consideration of any new German proposals. ROME, June 8. The Messagero and the Giornale d Roma consider the German otter insuffi cient. The Gioraale says that th< principle of non-signatories, of th< Treaty of Versailles deciding upon th< amount and method of German pay meuts is quite impossible. The Allie must not permit it. The Messagero says that the guaran tees are- vague and equivocal. Th German railways for instance are a present njaking a loss of thousands c milliards of marks. ; PARIS. June 8. I Following the unanimous decision c ' the Ambassadors' Council, M. Poincar ! handed the German Charge d'Affaires & \ Note informing the German Government that the inter-Allied military conI trol commission, which the Qerman Government refused to recognise since the occupation of the Ruhr, will now . resume operations.
