The national board for the coal industry met and discussed the worßers' proposals, for improving the economic position of the industry, including a minimum rate of wages, in order to provide an average wage Exceeding tie July, 1914, wage by a percentage equal to the rise in»the cost of living, accord-1 ing to the Ministry of Labour's figures. The owners replied that it was quite impossible to consider any increase 1. Indeed, it might be necessary shortly to consider a reduction in the present, wages agreement. The workers replied that they could not leave the matter there, and must approach the Government with a view to securing a minimum wage;
