BOROUGH COUNCIL,

The ordinary monthly meeting of the Jiitnam ijoroagn Council was he;d on Friday evening. Present,: His \vorship the Mayor; (Mr G. ,\V. x&yl&r), and Councillors J. Carter. S. H. Fitzgerald, 1. J. Bridger,"J. L. Campbell, A. F. Cuff, the town clerk (Mr Vfaters), T. iJoctgen, and the borough solicitor, Mr J. L. Weir. Apologies for absence were received from Crs ForSyth. Clement and Nairn. A letter was received from Mr H. A. Nodder, secretary of the, Juvenile Queen Committee, ask.ng for a rebate on the hire of the Town Hall, to put their little candiate on top.—Received. The headquarters of the New Zealand. Soldiers' Asociation wrote .in connection with a Poppy Day. The dis-1 trict to be included in the area is Ka- j ponga, Eitham, and Stratford, wifchj Stratford the centre. The Council was

asked to elect a committee for a Poppy Day, this committee to consist of soldier widows, widowed mothers, Keu Cross, public schools,' churches, etc., with the Mayoress an chairwoman.— Left with the Mayor to arrange with power to net. Blind was received from Mr Clutha' Meckenzie, M.P., with a covering letter, asking the Council for assistance in any way to raise funds for the blinu soldiers. —The town clerk was authorised to receive subscriptions. ; The borough solicitors, Messrs Syino and Weir, wrote subbitting the further recommendation and alteration in the abattoir agreement. The boroujru solicitor recommended that the alteration of the agreement be accepted sub-1 jeet to tlie Mayor's and borough solic-;----j tors' discretion, should an alteration j i<be necessary. j Re Mangawhero stream, the borough; solicitor wrote referring to the noti-ei under the Land Drainage Act. Th« three ratepayers requesting the coun^j cil as the local authority to give not:ce, to occupiers of lands within the bor-i ough fronting the Mangawhero stream; to ciear the obstruction from! that1 stream. They recommended that no, action be taken. After a lengthy dis-v, cussion it was decided that the council was not the proper authority in the time being to enter into the request. Mr B. Crimp was again appointed to represent the council on the National Park Board. —

The Minister of Internal Affairs (the Hon. Downie Stewart) wrote asking what means the council intended to adopt to wipe out their antecedent loan, whether by means of direct loan or by hypothecation of debentures, or exercise its powers to levy a rate for the purpose of nfving off the K»bii:+ # - by instalments. —Referred to the Finance Committee to report. Mr W. S. Heves was appointed $vs F.ns works engineer to superinted the gas holder.

REPORTS. The Treasurer reported that the sum of £2893 3s Id was received during the month of February from the following sources:—Rates £2179 3s 6d, general £52 15s. 6d, gasworks £417 18s 7d, pictures £174 9s, H.C.'L. interest £9 Is, miscellaneous £12 16s 3d, H.C.L. repayments £46 19s 3d. The expenditure for the month amounted to £4355 4s Bd. Accounts amounting to £2550 19s lOd, 'as certified to by the finance committee, were submitted for payment. The gasworks manager s report stated that for the month of February gas made totalled 651,000 cubic feet, coal

used 53 tons 19ct., gas per ton 12,068. New holder: The concrete work on the follor and dome has been finished,, also two rings around the walls. I'am still : unable to get the cast posts for the fgj^iira lamp authorised by the council, arid to get one cast would be too expensive, as they would charge us for the pattern, but as soon as the post is proi curable the work will be done.—The j council decided that the price of a I dozen posts be procured. p" The finance committee recommended | that the council raise its contribution i towards wages of nightwatchman to 5s weekly; that the council support the remit of the Napier Borough Council requesting that the Government be askjed to introduce legislation providing that credit balances of separate accounts shall be set off against the debit balances of other accounts when computing interest on local authorities' , bank overdrafts; that all rates two years in arrears be written off as irrecoverable ; that the borough solicitors be instructed £o prepare legislation legalising transfer of septic tank site on terms agreed upon with the Mtham County Council; that leave of absence asked for by the poandkeeper be granted; that the accounts as submitted be passed for payment.—Adopted. The Town Hall and Pictures Committee recommended that the Horticultural Society be granted thg asS hf on 6 of the rooms, aaaef tEe stage for the purpose of storing the effects of the society, the key of same to be kept in the borough offices; that arrangements had been made with the Fox Film Corporation for film service, same to take the place of that supplied by the Uni- , versai Film Company.—Adopted. i The Works Committee recommended that the apyUcation of "VV. M. Peacock for a sewerage connection in George Street, Chiselhurst, Be granted, provided that the applicant agrees to pay £10 towards the cost of the extension, such £10 to be refunded if the applicant builds an additional dwelling on the ad joining section within two years from date; that the matter of repairing fence on the Soldiers' Memorial Park be left m the hands of the overseer; that the matter of selling bay horse and purchasing a substitute be left in the hands of Urs. Carter and Nairn; that the Postal Department be notified that the Council is prepared to remove rubbish from the local post office on the usual conditions; that an advertisement be

inserted in the local press calling attention to the fact that it is an offence against the by-laws to light a fire m tne open, and threatening legal proceedings against all offenders'in future;1 that the matter of carrying out the recommendations of the Conservator of .torests receive the favourable considexation of the Council. —Adopted. • The Reserves and Cemetery Commitf^ 6 ™1?,?1611^ that the application of the Eltham Football Club for the use or tne grounds on the Taumata Park during the coming season be granted on the usual terms; that application be I made to the Taranaki Rugby Union! for a percentage of the gate moneys! wi A^t £ nds of the DWM» The special committee set up to consider and report on the matter of allocation of heavy traffic license fees reported having conferred with representatives of the Eltham County Council and recommended that the council take necessary steps to collect license tees for the current year and that the matter of licensing for the ensuing year £ c referred to the Taranaki Local bodies' Association.—Adopted The overseer's report stated that watertables had been cleaned in several streets The mowing machine was engaged four days mowing grass on the streets. The- Reserves Caretaker's report stated : The main iootpath through the park and the side paths on the right hand side of the mam path are now jn good order. 1 am now engaged in forming the footpaths through the native bush, and when this is completed the park will be well in hand. 1 will again mow all the footpaths m the cemetery during the latter part of this week, and afterwards I will give attention to the trees on the various streets.
