.OUTLINED BY MR LLOYD

GEORGE

OF RUHR

4SI CABLE—PRESS ASriOCIATIGN^-COPrEIGHT

(Received May 6, 12.5 p.m.) LONDON, May 5

-Mr Lloyd George added that Ger--anany, at the outside, had paid £400,- ---< 000,000. Whilst willing to make allow- - ance for Germany's difficulties, they must insist on respect to the treaty. He outlined the financial proposals . practically as cabled. The first series lof bonds must be delivered by July 1, • and the first payment of £50,000,008 ■ must be made within jfcweniy-iLve days, • either in gold or three months' foreign 'bills, or German Treasury drafts, endorsed by the German banks in London, Paris, and New York. The nest itemv-of payment must be made in fond, including material for the reconstruction of France. A sub-commission -of the Reparations Commission will sit at Berlin to supervise the collection of export duty. Continuing, Mr Lloyd George said 'Germany must make up her mind. She -could snot keep the world in a state of uncertainty. It was a good thing for the German people to be brought up sharply and told firmly. that unless "they" accepted the terms the Allies would ■make them do so.

Lord Curzon, in the House of Lords, •detailed the sittings of the Supreme •Council. The decision" to occupy Ruhr tad been taken with the greatest reluctance. He hoped 7 personally, it "would not take place. It would be ■only temporary if Germany looked the rfacts in the face and sincerely endeavoured to fulfil her obligations.
