A serious situation exists in Montenegro, where the whole country is in a state of revolution. Fighting is proceeding everywhere, and the Serbians are endeavoring to suppress1 the outbreak by the use of strong measures, but without much success. The Serbians are ■being reinforced, but their policy tends to inflame national feeling, causing bitter hatred against them.
