RECOGNITION OF WORKMEN'S COUNCIL,
PROCLAMATION THREATENS SEVERE MEASURES.

(Received March 4, 10.20 a.m.) BERLIN, March 3. The German Government has issued a proclamation recognising the social and economic control of industries by the Workmen's Councils, but the workmen are dissatisfied with this halfway measure, and they threaten a universal strike within a week.
The proclamation adds that further disorders will be punished stringently. —Aus.-N.Z. Cable Assn.
