AVIATION DEPARTMENT RECONSTRUCTED.

WASHINGTON1, April 25
The Aviation Department has been reconstructed. Mr John D. Ryan, president of the American Copper Company, has been appointed Director of Aviation, replacing Mr Howard Coffin, who will serve in an advisory capacity.
