The Foreign Minister "has circularised the Allies, declaring that the necessary steps have been taken to restore the combalfcive -strength of the armies, and that the Government will not be deterred by any difficulties in prosecuting the war to a final triumph for the principles -of the Russian revolution, knowing that our liberty and that of all mankind depends thereon. Russia's reorganised and regenerated armies will, atb the appointr ed hour, resume their onward march io victory. /
