DISSATISFACTION IN FINLAND
CRITICAL SITUATION IN SERVIA. (Received Dec. 2, 10.30 a.m.) LONDON, Dec. 2. Scandinavian newspapers publish a new Russian ukase strengthening the Imperial Government's authority in Finland, and express dissatisfaction with it as a death blow to the Finnish constitution. Reuters Sofia correspondent reports that the situation in Servia is critical. It is believed that the Servian army has withdrawn from Belgrade. The Prince of Wales' fund has reached £4,001,000.
