Count Witte in an interview with the newspaper Azest, says that the Balkan affair has not been disposed of; only the first act has been played, and the entr'acte may last for years or months. The danger point vas Rumania and Austria. He declares that Russia is not aggressively disposed towards Germany, but French sentiments to the latter always arouse doubt. The increase of armaments after the Balkan war has been remarkable.
ST. PETERSBURG, March 15. The Premier, the War, Foreign. Affairs and Finance Ministers and Secretary are conferring with 65 members of the Duma, including members cf the Military, Naval, and Budget Committees. The newspapers allege fhat the conference is connected with the UussoGerman situation, and hint that the War Minister proposes a considerable increase in the army.
