THE GOVERNMENT'S BILL ALTERED.

[By Telegraph—Special to St\r 1 WELLINGTON, Oct. 9. The most contentious clause in the Municipal Corporations Amendment ■Bill, namely, that providing for the election of mayors by the councillors instead of by the burgesses, has been deleted by the Statutes Revision Committee. In its place is provision for the ..vienmal election of mayors at the same time as the elections of councillors. The new system is to come into operation on the day fixed, for the election of mayors in 1915. The powers of councils have been extended to enable them t© sell or purchase road metal, and to provide musical entertainments and cinematographs or similar exhibitions. The clause to which billiard saloon-keepers strongly objected, giving councils power to refuse licenses for billiard saloons if they consider them undesirable in a particular locality, has been struck out. Councils are to be empowered to let for workers' dwellings on lease not exceeding 21 years, and they may lend money to the lessee for the purpose of erecting a dwelling. Power is also given to sell any separate workers' dwelling on such terms as the council thinks fit, the purchase money being payable by instalments.
