TORONTO, Oct. 7. The Hon. H. Samuel, in a speech on Imperial relations, said: "We realise in England that Canada, New Zealand, Australia, and South Africa must not be interfered with. They must be masters of their own affairs. The freedom of the Dominions is the strength of the Empire. Their lives can only continue to live because their various parts are free." Referring to defence, he said: "It can't be right that the burden of a necessary and common advantage should press on one pair of shoulders alone, b*ut what actions the Dominions should take was a matter for them alone."
