The Times says the dominions' Ministers _ recognise that their admission to the inner councils of the Empire brings vastly increased responsibility. In connection with Mr Fisher's declaration, the Times adds that though the step is not to be retraced, the good effects are liable to lapse if the machinery is not changed. The Colonial Office should be strengthened by creating a council with functions resembling those of the Secretary of State's Council in India. The overseas Governments should create a Minister whose whole duty would be to keep them informed on Imperial affairs.
