ARRIVAL IN CHRIS rCHURCH.

CHRISTCHURCH, May 24. Sir Joseph Ward arrived this morning and went on to the West Coast. He will stay at Greymouth to-night and go on to Hokitika to-morrow. In a speech there he will reply to the Opposition criticisms and discuss the Government's proposals with regard to water power and the new defence scheme. He intends to introduce legislation to amend the opium law. Government's intention regarding the erection of State buildings in Christchurch has undergone a change. It is now proposed to concentrate all departments, except the railways and post office, and a big block will be therefore erected. It is anticipated that the work of erection will occupy two years.
