(Received February 27, 9.53 p.m.) LONDON, February 27. The London press considers the Commissioners' report to be substantially a British victory. The Times, while expressing satisfaction that Britain is victorious on the principal issues, presumes that despite the Commissioners' perplexing remarks, the Russian. Government will severely censure or otherwise punish Rozhdestvensky. The Standard thinks that Russia is treated with marked tenderness, and that it is unlikely anyone will be punished. 'ihe award is diplomatically designed to end the business quietly and minimise unpleasantness.
