Lord Rosebe'ry, in a preface to Edwin Montague 'Bron-Herbert's book, describing the results of investigation into the Imperial fiscal question in Canada and the United States, referring to tho danger of tariff bonds, says "Our true ideal of- Empire ■ ought to be a vast co-operaiive league, contented and emulous of the An-glo-Saxon States, with ' the Indian Empire. When that truth is grasped we shall hear less of tho specious fallacy that if there be not a constant centripetal movement in the Empire there will be constant centrifugal movement."
