Mirski, the new Minister for the Inferior, in an interview, assured Reuter's repiresentative at St. Petersburg that it was his firm intension to act according to tho spirit of the Czar's manifesto of l»at year. In his remarks he implied that he would be resolutely opposed to, forcble repression, and intends from the outset to deal with the education problem and make substantial concessions to the Jews.
