BULGARIAN NOTE TO THE
IT BLAMES TURKEY.

SOFIA, July 2. A Bulgarian Note to the Powers blames Turkey for thwarting Bulgaria's efforts to pacify the Macedonians, and accuses the troops and Bashi-Bazouks of shocking crimes and excesses. It urges the Powers to secure iihe withdrawal of the large bodies of troops menacingly concentrated on the frontier, and to 1 insist on the execution of reforms, adjfing' that the Principality would not be responsible for developments should tbe Porte ' continue to act in, an unfriendly manner. v
In replying to the Note, Austria promises to make representations to the Porte.
