THE GERMAN NAVY.

Berlin, February 9. Vice-Admiral Tirpitz, German Minister of the Navy, speaking in the Reichstag, said it was impossible to postpone till 1910 the commissioning of additional ships. The estimated yearly increase in the naval expenditure after 1906 would be eight million instead of the six million marks provided in the Navy Bill of 1900. Discussion elicited the fact that it is Germany's intention to place four battleships, additional cruisers, and gunboats on the China station.
