' Sydney, January 28. The difficulty of Mr Barton filling the Queensland portfolio is attributed to northern politicians looking askance at his utterances on tbe black labour question; Sir W. J.'Lyne, in a statement at Albury, said he thought the tariff would be more of an ad valorem oharaoter than protective. Mr Barton states that any such opinion is purely speculative. The Minister of Customs is not yet in a position to suggest any tariff that is likely to be finally adopted. Lord Hopetoun is at present deollning sooial engagements.
