The Counoil spent the rest of the afternoon on the eleotion of a Chairman of Committees.

The Minister for Education proposed the Hon. W. 0. Smith for the position.

The Hon. Mr Jones moved as an amendment, that the election should be by ballot. This resolved itself into a trial of strength between Smith's supporters and opponents. On division, the amendment was agreed to by 21 to 18. -After the division, the Hon. Mr Smith aooused the Minister of having secretly canvassed against him. This was denied by the Minister, and was the signal for long and acrimonious discussion, personal explanations being frequentf E ventually Captain Baillie was re-elected on the voices for the twentieth time.
