The Czar's Disarmament Proposals.

Balfour's hearty sympathy with the disarmament proposals. The Kaiser enthusiastically endorses the proposals. The French Ambassador at Berlin j asserts that it will be impossible to j disarm until Egypt and the Suez Canal have been freed. I St. Petersburg, September 8. The Russian newspapers warn j France that it is useless to expect aid j in recovering Alsace and Lorraine, ; and that, while France needs Russia, Russia does not need France. Sydney, September 4. j Admiral Pearson thinks the Czar's ; proposalneitherpossiblenor probable. It is difficult, he says, to imagine how it is possible for England to disarm her fleet on which her commerce depends. The carrying into effect of such a proposal would throw millions out of employment.
