Cleveland's First Message.
(PER PRESS ASSOCIATION.) WASHINGTON, August 9. The President's message flays tbe accumulalion of übblcbb silver and the depletion of gold reserves have depreciated the currency, and the financial disorder is wholly due to the Shearman Aot. Congress would bo asked to legislate upon tbe tariff reform after the silver 'difficulty had been remedied. It is generally expected tbe message will be highly approved of in New York. LONDON, August 9. The New York correspondent of tbe Times says ail kinds of money are selling at two per cent, premium. Paper money ranks higher than gold. Inland exchanges are paralysed.
