LONDON, October 16.
The Trades Union has instructed the carmen to return to work. The lighter* men are muoh dejected at this step, and it is thought that the strike is likely l to collapse. The stevedores are consulting as to what action they shall take. The Pall Mall Gazette says the offer of pensions by the employers to the dock laborers is possibly a dodge to reduce the wages and smash the unions.
