No fresh caßes of small-pox have been reported. The patients in the stnall-pex hospital are progressing favorably. MELBOURNE, October 18. The case of the executors of E. S. Parkes v. the Government of Victoria) wherein the former claimed .£39,000 for damages, concluded to-day, when tht plaintiffs were awarded a verdict for £13,000. (SPECIAL TO UNITED PRESS ASSOCIATION.) LONDON, October 17. Sir West Ridgeway, Under-Secretary for Ireland, and Mr. Balfour are at present visiting Dublin. Mr. Chamberlain, speaking atPortrush, said Home Rule would mean ruin for the masses. He also stated that Irish legislation should provide for cultivators becoming owners of the soil, which should be specially valued for purchase. The success of his visit has irritated and disquieted the Liberals and Parnellites. Messrs. Dillon and O'Brien address a meeting at Woodford to-day, and numbers of the police and military are massing in the village. Sleepers on the Arkansas railway have been wilfully tampered with, with a view to wrecking a train carrying President Cleveland and his wife. The attempt was discovered in time. The Chronicle states that the Crown Prince of Germany is in a precarious condition, and Dr. Mackenzie's experiments have been unsuccessful. The Prince refuses to submit to further operations. The Globe states thnt the Australian auxiliary fleet will consist of the Archer, Brisk, Cossack, Amphion, and Lizard, all new vessels, the three first-named being torpedo cruisers. In addition to thes», j two fast cruisers and four smaller vessels will be kept as a reserve for Australia. Docks and shipyard will be erected at Sydney, and the necessary machinery and appliances have already been ordered. The Treasury agree to pay a subsidy of .£90,000 on Australian mails, and to ask Australia to contribute £80,000. The search made for the gunboat Wasp, which is supposed to have been lost on the homeward voyage from Singapore, has proved fruitless. Tbe Congo State is about to send an expedition to re-conquer Stanley Falls, which are now in the hands of Arab slaves. The Union Bank has been requested to suggest to the Sydney Corporation the propriety of inscribing the last loans, Westgarth's Circular urges their inscription which would have the effect of extening their demand and improve their value. The report of the Bank of South Australia states thnt the declining value of money has slackened the demand in the colonies, and the Directors are not sanguine of any immediate improvement. The Reserve Fund has not been increased.. The Economist states that the German trading enterprises of Australia are remarkable, and the German Colonial Bank, which is projected, is amply warranted. Prince Bismarck is assisting largely in establishing the bank. Mrs. Anderson, the Australian soprano, has appeared at Brussels, where she created a furore. The Times says the result of the Bulgarian elections has provoked the Czar, who has threatened to renounce the Berlin treaty.
