[Reuter's Special to Star.] LONDON, November 16. Hostilities are expected between the Boevs and the natives in the Traasraa2. WASHINGTON, Nov. 16. General Arthur in receiving Mr. West, British Minister to the United States, stated that he would do his utmost to increase the present harmony and goodwill which exists between England and America.

LONDON, November 3.
Another plot against the Emperor of Russia has been discovered, the object being to .destroy by fire tbe Palace fortress of Gatchinia, situated 80 miles to the south-west of St. Petersburg. Notwithstanding the extreme precautions taken there to secure the safety of the building, the conspiracy was not discovered until preparations were nearly completed for carrying the plot into operation. Five Nihilists concerned in the afiair have been arrested and lodged in prison. The cordial feeling between Russia and Germany which existed after the meeting between the Emperor William and the Czar haa been strained by rapprochement between Germany, Austria, and Italy. Russia is angry and suspicious. This feeling has been evoked by the demonstrations of good-will which have passed between the Emperors of Germany and Austria and the King of Italy.
