LOCAL BODIES' SUBSIDIES.
The withdrawal of the local finance scheme, presented by the Government to Parliament last session, of course necessitated something being done in the way of helping local bodies until the general election is over, and the new House has dealt with the question in some shape or way. The effect of the temporary arrangement is pretty well known, but more specific information on the point will clear up doubtß that at present exist. During the nine months of the current financial year, subsidies are to be paid on the basis of general rates received
during last financial year. Borough councils are to receive 7s. 6d. in the £, yua.& bo&Yds, 10s. m the £, each county council a sum equal to 10s. for every £ of general rate so received by each such council, or equal to 10s. for every £ on the total of sums so received by all road boards, or parts of road boards within the county, whichever of such two sums is greater ; provided that in any county where no road board exists, or in respect of general rates levied in any part of a county not included in a road district, there shall be paid to the council of each such county twenty shillings for each one pound of general rates so received ; provided that, for the purposes of this section, no sum tshall be deemed to be received by any such council or board in excess of the sum receivable on a rate of one shilling in the x^ound of annual value of rateable property; and this proviso xb to be deemed to have been in operation in any previously existing enactment providing for payment of subsidies to local bodies.
