London, October 28.
R. D. Walsh, a prominent member of the Irish Land League, has been arrested, and, together with Mr. Parnell's secretary, will be charged with intimidation.
Severe storms, with heavy rain, have been experienced in many parts of England, and a large extent of low-lying country is flooded.
The Ba»k rake of interest is 9J- per cent.; market rate, If percent;. Consols, 99±.
In consequence of the disturbed state of affairs in Ireland, further drafts of troops are being sent there.
Mr. Parnell, speaking at Galway, urged his h arers to elect other agitators to replace the members of the Leagu n , if convicted of conspiracy under the prosecution instituted by Government.
Vienna, October 28.
The Emperor of Austria is making strenuous efforts to maintain peace in South-east Europe, and is causing reductions to be made in the Austrian army now in occupation of Bosnia.
Baron Haymerle, the Austrian' Minister for Foreign Affairs, made a speech to-day, in the course of which he said that a complete understanding existed between his Government and that of Germany in regard to the policy to be pursued in the south-east of Europe, and they would act in common for the settlement of the questions now pending.
Calcutta, October 28.
A report has been received that the city of Cabul is in a state of anarchy, and that the Ameer, Abdurrahman, has been murdered.
No confirmatory news has been received regarding the reported anarchy in Cabul, and the murder of the Ameer. The postal service between Cabul and the frontier has failed for a week, and no despatches have been received during that time.

The attempt made by the American Government to mediate between Chili and Peru, to prevent a resumption of hostilities, has failed.
