The permission given by the Lower Hutt City Council for the erection of temporary buildings as business premises has been criticised m some quarters, but most people will agree that under present conditions the municipal body’s action has been more than justified. Admittedly some of these buildings are unsightly and rather an anomaly in a town that has reached city status —and we have heard much of Lower Hutt as a city of late! But, like transit housing, which is also a temporary measure, they help to fill a distinct need, and do something towards relieving the position created by the tremendous growth in population and the restrictions on building. The business area in Lower Hutt is obviously underbuilt for the city’s population. The crowding of shops at certain periods, is a striking illustration of this. More businesses aTe urgently needed. Small industries, banks, Government departments, etc., also need premises. The City Council’s efforts to meet that need to some extent by granting permits for temporary buildings is worthy of commendation. Everyone, of course, would like to see the city’s needs met by the erection of beautiful modern buildings, but with the present shortage of building materials that day is not yet. So most people will appreciate the utility aspect of the temporary buildings, while at the same time hoping that the day is not far distant when conditions will improve to such an extent that it will be possible to replace them by modern business premises.
