Vice-Aclmiral Saakichi, Who yesterday succeeded Admiral Suetsugu as commander of the com'bined 'battlb fleets, declared there is not the slightest question.of Japan holding mandates regardless of the Secretary of the League of Nations, and if tli/e League or anybody else tries to recover the islands they will And the Imperial Navy fully-prepared for every eventuality. He said the Navy would reject all Meaty actions and fictitious parity such as was broached at London, and they would be satisfied with nothing except a full and actual equality.
