In England, he said, a similar association had found itself in a like position, and it had formed a benevolent fund for windows and orphans and unfortunate members of the association. '“lt is up to us to do something like that here,” he added, “and the widows and orphans should get something out of it. ” He moved that it be a recommendation to the council to form a benevolent fund for widows, orphans, and 'members, of the association who had experie n ccd misfortune. The president, Mr C. G. C. Benner, of Cheltenham, ruled the motion out 'of order. Under the constitution, the [association could not spend its money [as a benevolent institution. Mr Hill: What about the money you ."voted to the earthquake victims f Mr Benner said that special valida.ing legislation had been passed. ; Mr Hill: It is about time we altered 'our rules.
