SOVIET SOLDIERS CHARGED WITH MASSACRING CIVILIANS.

The cfhelty of Soviet soldiers is un■precendented in the history of the world, declares a telegram, which contains the suggestion that an international commission of inquiry should be held into Soviet aggressions in North Manchuria and that common action should be taken to maintain the spirit .of. the Anti-war. Pact. The telegram was forwarded to Rt. Hon. J. R. MacDonald. President Hoover and .other world loaders by a group representing ■Chinese organisations in Manchuria. The message claims’ that Russians doV peatcdly pillaged Chinese towns and ' massacred innocent Chinese citizens, while the Chinese troop.-, consistently 'confined themselves to defensive measures, never setting foot on'-Soviet soil.
