BRITAIN HELPS NATIONAL AIMS WILL EXAMINE PROBLEM OF EXTRA-TERRITORIAL JURISDICTION. (By Telegraph-Press Assn.-Copyright.) (Official Wireless). RUGBY, Sept. 4. The British Government has transmitted to the Chinese National Government a reply to the latter’s desne for the removal of the restrictions imposed on jurisdictional sovereignty or the Chinese by the system of extraterritoriality. The British Note states that, animated by the friendly feelings, which Britain has always entertained towards China, it has given sympathetic consideration to the request. After tracing the history of the extra-territor-iality, the Note states that, in the declaration of December, 1926, and the proposals made to China in January, 1927, the British Government had given concrete evidence of its desire to meet in a spirit of friendship and sympathy the legitimate aspirations of the Chinese people. Britain has already travelled some distance along the road marked out in these documents, and is willing to examine, in collaboration with the Chinese Government, the whole problem of extra-territoriality 'jurisdiction, with a view to ascertaining what further steps in the same direction might be possible at the present time.

The Tass Agency alleges that trains of prisoners are arriving daily at Harbin from stations on the Chinese Eastern Railways.' The doors were closed throughout the trip, despite the prisoners’ appeals and they were given very little water. Thousands of children in a desperate plight were forced to accompany their parents or remain without food or shelter.

Thousands of workers’ homes along the route were pillaged by Chinese, who are evidently attempting the total annihilation of the Soviet dplony.
