Moreover, it seems to be the desire of the Chancellor to provide a large surplus for armaments expenditure at the end of the next financial year.” The "Angriff,” asking: "Does Britannia rule the waves?” says: "Who knows whether the enforced quietness of Britain in the Mediterranean will last longer than the three years in which Britain hopes to complete the modernisation of her defences? Perhaps in 1939 the tune will once again be ‘Rule, Britannia!’.”
