LOCARNO POWERS

Meeting on Friday <FRENCH PROPOSALS (Received 9, 1.25 p.m.) GENEVA, April 1. M. Flandin, in a conference with journalists, said that he proposed to submit to the meeting of the Locarno Powers on Friaay the observations of the French Government regarding the measures necessitated by the attitude of Germany in the Rhineland. He thought that French constructive proposals might come before the Council at its May session simultaneously with such of Herr Hitler’s proposals as did not concern only the Locarno signatories.
