Newspapers publish live columns of regulations which citizens must observe. They provide imprisonment for persons appearing at windows to watch gas masked firemen, Red Cross workers and troopers. Ou March 20 traffic in one district will be brought to a standstill, and offices, shops and houses will be closed from 9 a.m. till 3 p.m. Meanwhile a dozen air bases ar° springing up in a ring for sixty miles round Berlin. Seaplane bases are being developed on the Baltic coast, ard cellars, invisible from above, are being built to store ammunition and petrol.
