Meeting of the Council BUSINESS DEALT WITH Matters of General Interest The monthly meeting of the Hastings Borougn Council was held last evening, and was presided over by the Mayor, Mr G. A. Maddison Others present were Messrs. A. J. Rainbow, ■ P. Al. Cohr, P Loach, W. T. Chaplin, ' A. F. Redgrave, S. J. McKee, and S. | Ashcroft. * « * The following miscellaneous items of ' business were dealt with.— Residents of Dennett and Ellis : streets wrote asking for a street light ' to be installed at the corner of these streets.—The application was granted. * * * Arrears of rates collected for the month of August were £222. The total arrears collected to date are £2033, and arrears outstanding £3233. • * • Residents of Warren street and Aladdison street applied for road frontages to be levelled the residents to keep them in order after levelling work is completed.—This was agreed to * * * The Public Trust Office, acting for ■ the estate of the late A. A. George, wrote offering the Karamu road proj perty for sale for a sum in the vicinity of £sooo.—The offer was “received.” e * n 1 Cox's. Ltd., Napier, wrote asking -f the council would consider selling its Municipal talkie plant.— It was decided to inform the writers that the plant is not for sale. The matron of the Women's Rest reported that in August the Rest received 467 visitors and the Phinket Rooms 978, making a grand total of 5045. The cash receipts amounted to £lB.

It was decided to put on a temporary traffic inspector in the town from 4.30 to 5.30 p.m., and 7.0 to 8.30 p.m., on Saturday evenings. An appointment of an inspector for a month was made as an experiment.

On the recommendation of the Library Committee, Mr W. T. Chaplin was asked to prepare a ground-plan of what he considers would be required for a new library building, including a meeting room.

It was resolved that arrangements be made to repay the balance due on the Civic Square, amounting to £2850. —The Mayor explained that the amount would be raised from the sale of the borough electricity plant.

Mr Harvey, Eastbourne street, wrote asking that consideration be given to Eastbourne street, east from Warren street, to stop the dust nuisance.—lt was resolved to file the application for consideration at a later date.

The Parkvale Golf Club wrote asking that, further consideration be given to financing the club to the extent of £65 for watering greens. —The matter was referred to the Mayor and the Town Clerk to deal with.

Residents of Alexander and Miller streets wrote asking for a footpath on the south side of Alexander street, between Hastings and Miller streets.— The council decided to refer the matter to the works committee for inspection and report.

The librarian reported that in August 26 new subscribers joined the library, making the total of adult members 753. New books numbered 73. In the children's section 32 joined, making the present total 454. New books numbered 48.

The lake in Beatson’s Park is being cleared out with unemployed labour, it was reported, and a start will be made in a few days with the construction of stone bridges with the unemployed gang which is at present working in Cornwall Park.

The Director of Education, County Borough of Hastings, England, wrote reporting that the New Zealand senior flag had been won by Hastings Girls’ Central School, and the junior flag by Sandown Junior and Infant School. It was stated that as the flag had become dilapidated a facsimile was being made.

In reference to the camping ground, it was reported that prices arc being obtained for a 3-inch artesian well, and that the work will be commenced as soon as possible. A start has been made with the construction of a houss for the two showers.

The Department of Internal Affairs wrote stating that the Minister had provisionally approved of legislation being brought down for validating the council’s agreement with tho Hawke’s Bay Electric Power Board. The legislation will be included in the Local Legislation Bill to be introduced later in the session as a Government measure. —Received.

It was resolved that the traffic inspector shall make a survey of the borough and report on all dangerous corners with a view to the council’s approaching the owners and discussing with them the possibility of splaying corners back to give better visibility, and thereby reducing the possibility of accidents.

Mrs. S. M. Hunter, Lovedale road, wrote asking that the road at her property frontage be ripped up and laid down in grass, and that Lovedale road and Pepper street bo sealed.— The council referred the first request to the works committee, and the second, together with a petition handed iu by Or. McKee, was referred to the special meeting to consider the summer roads programme.

It was reported that at the last meeting of the Works Committee, the whole question of bituminising roads was discussed, and the method of two course penetration work for residential streets was considered. The committee recommended that the whole matter of further bituminising of streets be deferred for consideration nt a special meeting at a later date.-—The recommendation was adopted.

The Hastings Cricket Sub-Associa-tion made application for wickets, three at Cornwall Park, one al Nelson Park (Saturday competition*), one st Cora*

wall Park and one at Nelson Park (Thursday competition).—The council resolved that this application be deferred for the present, and that the Town Clerk be instructed to invite applications from sports bodies for the use of the parks for the summer sports.

With regard to correspondence from the Hawke’s Bay County Council suggesting that, further paving worli should be carried out at the Stortford Lodge saleyards to assist in keeping the roads clear of material carried out by stock the borough health inspector submitted a report, to the council. A copy of the report is to be sent to the County Council with the request that its inspector should meet the borough inspector and discuss the matter.

« * The Hastings Group of the N.Z. Communist Party asked the council for permission to hold open-air meetings within the borough, stating that the party lias no place in which to hold public meetings to give utterance to its views. A press-cutting was enclosed, reporting the permission granted by Petone Borough Council to the Petone group. It was pointed out by the Mayor that the borough had no by-law dealing with the matter of meetings in streets. On his motion it was decided to advise the Communist Barty to apply to the police.

An increase of £2-1 10/- m the amount derived from drivers licences, and ol £lO9 in heavy traffic licences, up to August 31 are shown in a report placed Lc.ore the council. The Hastings rubbish collection service will be instituted ill December. The Mayor, Mr G. A Maddison, reported that the delay was occasioned by the laet that it would be some 13 weeks before the truck could be delivered. The borough intended to have a clean-up week so that the service could be begun without deluging the truck. The council after some discussion deferred consideration of tenders lor the rubbish truck.

“The council has no authority to rebate a penalty incurred on last year’s rates,” commented the Mayor of Hastings, Air G. A. Maddison, when three applications for remission of the penalty were being considered. The position now, he added, was that the legislation which enabled local bodies to remit penalties on overdue rates during the depression had not been re-enacted this year. If the council did decide in these circumstances to remit the penalty, then the members of the council would themselves become liable lor it.
