BLENHEIM, April 15. The conference of the New Zealand Rugby Referees’ Association is sitting at Blenheim, its chief function being revision of the laws of the game. Its decisions will go forward to the New Zealand Union in the form of recommendations. A vote of condolence was passed ho the relatives of the late Mr. Louis Grovers, former secretary to the association and a member of the executive. It was agreed: That the ball is not dead unless it has touched the ground over the touch line or a player hs* touched the line or the ground beyond. A mark should not bo awarded unlay a player is stationary at the moment of making the mark. Timekeepers with bells should be dispensed with as they are outside ffie laws, the referee being the sole judge of time. The ball is out of the scrum when it clears the middle row and if a bfp*Wrow man kicks the ball back into the scrum he is guilty of an offence.
