PRESIDENT’S APPEAL. “JOB BEING PERFORMED. ’’ Washington, March 12. President Roosevelt told the United States on Sunday night that the banking system was ready for reopening on Monday on a progressive basis, and asked for renewed confidence and faith by the people. He declared that the banks will take care of all needs. New currency being rushed into the far corners of the country he described as sound. He scorned those bankers who “had shown themselves either incompetent or dishonest,’’ and asserted that “it was the Government's job to straighten out the situation, and the job was being performed.’’ Regulations governing the reopening on Monday of the Federal land banks, Federal intermediate banks, joint stock banks, Federal home and loan banks, regional agricultural credit corporations and the Reconstruction Finance Corporation were issued on Sunday night by the Secretary of the Treasury, Mr Woodin. At the same time Mr Woodin authorised all Federal Reserve banks, their branches and their agencies to open on Monday for the performance of all usual normal banking functions except as prohibited by Mr Roosevelt’s proelaniat ion.
