While the flower of the Manchukuo and Japanese-Manchurian forces are engaged in the subjugation of Jehol, the authorities in Manchukuo are proceeding to put into operation a gigantic ten-year plan for forming the foundation of the future economic, industrial and commercial development of this vast and naturally wealthy territory. The Government announces that it is proposing the construction of 4000 kilometres of railways every’ ten years with an objective of 25,000 kilometres. It is also proposing harbour improvements at Aiitung, Yingkow and Hulutao and the construction of 60,000 kilometres of good roads. Model cities are planned at Mukden, Harbin, Kirin, Hunking, Tsitsihar and Dairen. CAPTURE OF KUPEIKOW PASS. CHINESE CASUALTIES 45,000.
