POULTRY AMENDMENT BILL

REGISTRATION FEE OF 2/6. EXEMPTION FOR FLOCKS OF 25. Wellington, March 9. The House of Representatives tonight put the Poultry Amendment Bill through all stages and finally passed it at midnight. Objections wore raised by several members during the discussion on the Alinister’s (the Hon. C. E. Alacmillan’s) motion for the committal of the bill on the grounds that definite arrangements had been made the previous night for the carrying out of a specific programme of legislation on the understanding that members could make preparations to leave for their homes to-night. Air H. S. Kyle (Riecarton), chairman of the Agricultural and Pastoral Committee of the House, which had in its report on the bill recommended that it should not be proceeded with this session, said:' “I am in an invidious position, and 1 shall have to consider whether I am going to remain chairman of the Agricultural and Pastoral Committee. I believe I brought in a report in sympathy with the evidence concerning this bill, but I am not going to play in the outfield all day and every day.” In the committee stage an amendment moved by the Alinister was adopted, providing for the extension of exemption from the registration fee of 2/6 to flocks of 25. An amendment by Air Kyle seeking a poll of all poultry-keepers by the Department of Agriculture before the bill came into force was ruled out of order on the ground that it. would involve expenditure of public money. Other similar amendments were defeated. Upon the bill’s being reported to the House Air Kyle moved its recommittal with the object of determining whether exemption from the registration fee should be extended to flocks of 50. This was defeated, and the bill was put through the remaining stages and passed. The House rose until 10 o’clock tomorrow morning.
