MR. RUNCIMAN’S SPEECH. TRADE NEGOTIATIONS. Paris, Dec. 5. Most newspapers are incensed at Mr Bunciman’s outspoken speech in the House of Commons. They are generally of the opinion that he has compromised the success of the Anglo-French trade negotiations and even the question as to whether it is worth sending a delegation.
