Franco May Enter Belgium.—lt is stated that the Belgian Government has given permission to Major Franco, the Spanish rebel, to enter the country on the condition that he abstains from political activities. Franco says he wishes to remain only a few days. Another report from Berlin says he will proceed to Friedrichshafen and join the Dornier seaplane works.
